Smallholder Institution Is the Successful Key to SRP in Muba

InfoSAWIT, JAKARTA – Head of Plantation Agency District of Musi Banyuasin (Muba), Ahmad Toyibir said one main successful key in smallholders replanting program (SRP) in the district is that his side should develop smallholders’ institutions.

The other key is the smallholders’ institutions themselves. In Muba former plasma smallholders’ institutions that many companies developed for 25 years have their own model. They want to conduct SRP independently within their own experiences for all these years. For they convinced that the outcome would be good, they were not difficult to get their fresh fruit bunch (FFB) offtakers.

“For their big will, some smallholders’ institutions which were not too good, finally, they united again. The agency convinced and developed them. Plantation agency should realize it. If not, the institutions would be always the same,” Ahmad said in the second series webinar SRP, Infrastructure, and Human Resource Development Positive Impact for Smallholders in “Dampak Pendanaan BPDPKS untuk Petani Sawit” in Jakarta, as in the official statement to InfoSAWIT.

Based on the general guidelines arranged by General Directorate of Plantation Ministry of Agriculture, Plantation Agency of Muba made the SRP models, such as, it was executed by some institutions which were in partnership with third sides but also got partnership principles (seeds purchase, chipping, fertilizer purchase, and others).

The agency also developed the institutions; the budget plans; decision making to determine partners and offtakers if needed; documents of proposal needs; how to cultivate in good agricultural practices (GAP). Every 500 hectares, there would be one developer in GAP.

The agency also tried to solve many issues, such as, to release smallholders’ plantation in forest regions to be other use land; develop to land clearing plans, the planting, nursing, and decide the offtakers.

SRP ran within the same chipping system. The close supervision was running in palm oil seeds. “This is also one successful key in SRP. If fail, there would be second period of nightmare,” Ahmad said.

The agency supervised chipping by the contractor. The fertilizer procurement should be followed by laboratory analysis which the result should be the same with documents of purchase. The smallholders’ institutions should deliver regular reports about its execution every week and every progress twice a month.

By 30 March 2022, SRP in Muba was joined by 38 institutions. The technical recommendation covered 6.625,5 hectares; the chipping covered 16.475 hectares; the planting covered 15.573 hectares; the harvest covered 6.230 hectares; the productivity reached 1 - 1,96 tons/hectare within 26 - 46 months of age.

“The successful SRP for us is the planted trees, not others. We have planted 93% from the technical recommendation,” he said.

The impact is that our successful SRP is taken as the role model to conduct SRP in national level. Muba also established MPOI (Musi Banyuasin Palm Oil Initiative) to the smallholders’ plantation governance based on Indonesian Sustainable Palm Oil and GAP. Muba is selected as the pilot project to develop industrial vegetable oil (IVO) and palm oil gasoline within katalis merah putih that would integrate with the smallholders’ plantations. Minister of Energy and Mineral Resources once inaugurated it in Kudus some time ago. (T2)
