The Factors to Slow Down SRP

InfoSAWIT, JAKARTA – Before delivering inputs to the members of Indonesian Legislators in the Hearing with Commission IV, Chairman of Perkumpulan Forum Petani Kelapa Sawit Jaya Indonesia (POPSI), Pahala Sibuea urged every legislators member that every conclusion in the meeting must be realized but not only written conclusion to be recommended. He urged that because the representatives of the smallholders conducted three hearings with Legislators (on 23 November 2020, 45 July 2021, and 24 March 2022), but there is not realization until now.

Sibuea told, in smallholders replanting program (SRP) the factors that postpone the program is that there is no technical development, starting from the socialization and the implementation itself.

He also mentioned, General Directorate of Plantation Ministry of Plantation and Palm Oil Plantation Fund Management Agency (PFMA) should involve the roles of smallholders’ associations not surveyors because the associations themselves have daily activity with the smallholders and always deliver solution for them, not the surveyors. “One thing to notice, SRP needs active roles from smallholders’ associations,” Sibuea said.

In human resource development, he continued, for all these years, there is no development and training for the smallholders besides the smallholders’ children get scholarship. The proposals to get training to increase smallholders’ capability and capacity were rejected by PFMA because of Decision of General Director of Plantation Number No. 206/Kpts/KB.410/06/2021 about Technical Guidelines of Palm Oil Plantation Human Resource Development that PFMA Funds.

“We hope the decision should be revoked so that many associations would play active roles to help the government to improve palm oil governance in Indonesia which is in mass,” he said. (T2)
