The Government: SRP Escalates Smallholders’ Economy

InfoSAWIT, JAKARTA - The government keeps doing anything to increase smallholders’ economy, such as, taking them to implement smallholders replanting program (SRP). It is a need and should immediately be running for many of their plantations are old and planted fake seeds (uncertified ones).

It was discussed in a Webinar & Live Streaming "Dampak Positif Program PSR, Sarpras & Pengembangan SDM" that plantation media conducted together with Palm Oil Plantation Fund Management Agency (PFMA).

Director of Annual Plantation and Freshness General Directorate of Plantation, Ministry of Agriculture, Hendratmojo Bagus Hudoro told, SRP is not about substituting old trees or fake seeds to be the new certified ones.

“SRP is about to increase the smallholders’ economy. It is also about to improve the governance based on good agricultural practices (GAP),” Bagus said. He also mentioned, palm oil plantations in Indonesia laid about 16,38 million hectares (ha). Of the numbers, the smallholders cultivated about 6,94 million ha. Of the total smallholders’ plantations, 2,8 million hectares are potential to get SRP and the target in 2021 reached 180 thousand ha.

“The targets of SRP in 2020 to 2022 would be Sumatera about 397.200 ha, Java about 6.000 ha, Kalimantan about 86.300, Sulawesi about 44.500 ha, and Papua about 6.000. The total would be about 540.000 ha,” Bagus told.

To realize SRP that targets about 180.000 ha in every year is not easy thing to do. There are challenges, such as, the smallholders’ plantations might be in forest regions, their land certificates went to pawn at banks. These may be the reasons why they are not willing to conduct SRP.

“For example, the fresh fruit bunch (FFB) is expensive enough now. They do not want to get SRP. They told that it is a waste when FFB is expensive but should be substituted,” Bagus mentioned.

He continued, to realize SRP as fast as it could, Ministry of Agriculture published Regulation of Minister of Agriculture (RMA) Number 3/ 2022. It regulates that every agency (about plantation and agriculture) in district level should report directly to PFMA to get SRP.

Prior, the agency should check the reports or proposal to get SRP to agency in provincial level, then to General Directorate of Plantation, then to PFMA. By the new RMA, every smallholder just reports to plantation (agriculture) agency in the district and the district can report to PFMA.

To accelerate SRP, there is new proposal, which is, partnership. The plantation institution could do partnership with plantation company(ies) and directly propose to PFMA without being known by agency (agriculture/plantation) in the district. In 2020, the targets to SRP laid about 100.000 ha while the targets in partnership reached 80.000 ha. (T2)
