SRP May be Failed for Expensive Fertilizers: Smallholders Got Nothing to do

InfoSAWIT, JAKARTA –The expensive fertilizers make input costs in plantations get increasing. The expensive fresh fruit bunch (FFB) is useless for smallholders.

This has something to do with smallholders replanting program (SRP) that Palm oil Plantation Fund Management Agency (PFMA) proposed namely the smallholders who run, cut, and planted the trees.

Eventually, the smallholders are stuck in expensive fertilizers. Rancangan Anggaran Biaya (RAB) that has been made from zero (0) planting in 0 year to third (3) year calculated fertilizers when the fertilizers and herbicides were not increasing like now. What the smallholders face is that the increasing RAB which was planned before.

Chairman of Asosiasi Petani Kelapa Sawit Indonesia (Apkasindo), Gulat Manurung, said that the condition forced some smallholders who wanted to join SRP should no longer be joining it.

He thought, it is not about legal plantations in forest regions but it is about herbicides and fertilizer price which significantly increases. This will increase SRP costs. The fund from PFMA which is Rp 30 million per hectare will be only used to buy fertilizer and herbicides.

“I calculated that fertilizers and herbicides with nowadays price are about RP 28,5 million per hectare. It was only about Rp 11.2 million. It means, it is double to spend,” Manurung recently said to InfoSAWIT.

He also mentioned, if SRP from zero planting to third year was about Rp 52 million to Rp 62 million per hectare (depends on zone), it could be Rp 82 million – Rp 91 million per hectare. “This is not good for us anymore,” Manurung said.

If smallholders want to reduce fertilizer doze per hectare to adjust financial issue, there will be two possibilities; the first is the trees will not get the right doze and the second, the smallholders will be the targets of audit conducted by Audit Board when the institution does monitor and evaluation. It eventually leads smallholders with law officers.

“SRP is strategic to increase smallholders’ plantation productivity with intensification concept. This is the same with what President Joko Widodo dreamt of to make smallholders have something to do with crude palm oil providers – equal to corporate to our exchange. But one thing for sure, SRP is in mass if fertilizers and herbicides are immediately controlled,” Manurung said. (T2)
