BPDP Signs Agreement for Palm Oil Rejuvenation Fund Distribution in 2025

InfoSAWIT, JAKARTA – The Palm Oil Plantation Fund Management Agency (BPDP) has signed a Tripartite Cooperation Agreement for the distribution of the Palm Oil Rejuvenation Fund (PSR) and Infrastructure Facilities (Sarpras) for Wave I of 2025. The event took place from February 5 to 7, 2025, at the Nusantara I Room, BPDP Office, Central Jakarta.

As reported by InfoSAWIT from BPDP's official website on Monday (February 10, 2025), BPDP's Fund Collection Director, Normansyah Hidayat Syahruddin, opened the event by emphasizing that this program reflects BPDP's commitment to enhancing productivity and the welfare of smallholder palm oil farmers.

He highlighted that the program aligns with the government's mandate through the Minister of Agriculture Regulations (Permentan) No. 3 of 2022 and No. 19 of 2023, as well as being regulated under BPDPKS Director General Regulation No. 2 of 2024 regarding the Procedures for Disbursing PSR Funds and BPDPKS No. 7 of 2020 concerning the Procedures for Disbursing Sarpras Funds.

The event was attended by several national and regional banking institutions that partner with BPDP in fund distribution, including PT Bank Syariah Indonesia Tbk, PT Bank Rakyat Indonesia (Persero) Tbk, PT Bank Mandiri (Persero) Tbk, PT Bank Negara Indonesia (Persero) Tbk, PT Bank Jambi, PT Bank Pembangunan Daerah Sumatera Selatan and Bangka Belitung, PT Bank Riau Kepri Syariah, and PT Bank Nagari.

BPDP also invited 48 farmer institutions from various provinces in Indonesia to sign this cooperation agreement. The farmer institutions are from Aceh (4), Bangka Belitung (1), Bengkulu (9), Jambi (7), West Kalimantan (6), South Kalimantan (1), Central Kalimantan (2), Lampung (2), Riau (3), South Sulawesi (1), Central Sulawesi (3), Southeast Sulawesi (1), West Sumatra (4), and South Sumatra (4). Additionally, in the Sarpras fund distribution program, BPDP invited four farmer institutions from Aceh that received funds for road improvements.

The total area of land receiving PSR funding in this wave reaches 8,783 hectares. Each farmer institution will receive funds of IDR 60 million per hectare, as per the Director General's Decree of BPDP. The PSR funds will be disbursed in two stages, with the first 50% provided upfront, while the remaining amount will be released after the planting phase is completed.

For the second-stage disbursement application, farmers must complete documents such as proof of oil palm planting, a Physical Progress Report of the plantation approved by the local plantation office, and a Work Supervision Report signed by the Supervisory Team from each farmer institution.

In addition to the signing of the agreement, BPDP also held a discussion session on the PSR program application mechanism, assisted by independent surveyors. This discussion aimed to ensure that farmer institutions understand the regulations and procedures for fund disbursement to support the sustainability of smallholder palm oil plantations.

Since its launch in 2016, the PSR program has disbursed funds for 364,552 hectares of plantations involving 160,000 farmers across Indonesia. Furthermore, BPDP has also allocated Sarpras funds for 108 work packages. (T2)
