Andi Nur: Use E-Catalogue Rather than Auction in Palm Oil Infrastructure Procurement

InfoSAWIT, JAKARTA – General Director of Plantation Ministry of Agriculture, Andi Nur Alam Syah was worry because there was no clear integrated cooperation with Palm Oil Plantation Fund Management Agency (PFMA) and Lembaga Kebijakan Pengadaan Barang Jasa Pemerintah (LKPP). He even firmly reminded that infrastructure procurement for smallholders replanting program (SRP) should use e-E – catalogue rather than having auction for it would spend much time.

“If the procurement would be in auction, next year would not be completed. It would be late,” he said in coordination meeting in the auditorium of Ministry of Agriculture, Friday (1/12/2023).

Andi thought that the lack coordination among General Directorate of Plantation, PFMA, and LKPP made infrastructures for smallholders late to be distributed. He questioned about technical recommendation which was not realized since 2022, the slow distribution of fertilizer and production infrastructures.

Andi thought everything would be useless if only getting technical recommendation without having distribution management well. He emphasized that it is urgent to get integrated technical recommendation between PFMA and his directorate because everything is crucial to keep palm oil plantation productivity remaining high in this country.

He also mentioned that if there is no integrated technical recommendation Indonesia should not hope to maintain highly plantation productivity. This significantly needs to be improved and emphasized integrated E-catalogue to procure infrastructures so that SRP would run well.

Meanwhile Director of Palm Oil and Various Palm General Directorate of Plantation Ministry of Agriculture, Ardi Praptono said infrastructure program in palm oil had been delivered in 20 provinces and 103 districts of palm oil centers. (T2)
